{"id":990,"date":"2020-07-21T19:40:29","date_gmt":"2020-07-22T02:40:29","guid":{"rendered":"http:\/\/savingusmanufacturing.com\/blog\/?p=990"},"modified":"2020-07-21T19:40:29","modified_gmt":"2020-07-22T02:40:29","slug":"manufacturing-is-critical-to-our-national-defense","status":"publish","type":"post","link":"https:\/\/savingusmanufacturing.com\/blog\/national-security\/manufacturing-is-critical-to-our-national-defense\/","title":{"rendered":"Manufacturing is Critical to Our National Defense"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The final reason that manufacturing is important is\nthat manufacturing ensures that the U.S. has a strong industrial base to\nsupport its national security&nbsp;objectives. We need to preserve our national\nand homeland security to be able to produce the goods that allow us to defend our\nnational sovereignty.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">American manufacturers supply the military and Defense\nDepartment with the essentials needed to defend our country, including tanks,\nfighter jets, submarines, unmanned vehicles (drones) and other high-tech\nequipment. The same advances in technology that consumers take for granted\nsupport the military, particularly soldiers fighting overseas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the keynote address \u201cLessons for a Rapidly Changing\nWorld\u201d at the CA World conference in 2003, Dr. Henry Kissinger, former U.S.\nSecretary of State, said, \u201cThe question really is whether America can remain a\ngreat power or a dominant power if it becomes primarily a service economy, and\nI doubt that. I think that a country has to have a major industrial base in\norder to play a significant role in the world. And I am concerned from that\npoint of view.\u201d He added, \u201cBut if the outsourcing&nbsp;would continue to a point of stripping the\nU.S. of its industrial base and of the act of getting out its own technology, I\nthink this requires some really careful thought and national policy probably\ncan create incentives to prevent that from happening.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As more and more manufacturing was outsourced\noffshore, the warnings of the dangerous consequences continued.&nbsp; Joe Muckerman, former director of emergency\nplanning and mobilization in the Office of the Secretary of Defense, wrote a\nguest editorial entitled \u201cWithout a Robust Industrial Base DOD Will Lose Future\nWars\u201d in the April 17, 2008 edition of <em>Manufacturing &amp; Technology News<\/em>.\nHe opined:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Joe Stalin said that World War II was not\nwon on the battlefields of Europe but in Detroit. Had Stalin lived until the\nend of the Cold War, he probably would have arrived at a similar conclusion.\nThe U.S. won the Cold War because it maintained technologically superior\nstrategic weapons at a level that deterred the Soviet Union from attacking our\nvital interests. The United States was able to sustain this force for half a\ncentury during which the U.S. economy prospered while that of the USSR\ncollapsed. \u2026 Today the U.S. industrial base is fast becoming global and the\nU.S. economy is in trouble.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In April 2011, the Information Technology &amp;\nInnovation Foundation (ITIF) released the <a href=\"https:\/\/itif.org\/files\/2011-national-manufacturing-strategy.pdf\">report<\/a>, \u201cThe Case for a\nNational Manufacturing Strategy,\u201d by Stephen Ezell and Robert Atkinson which &nbsp;echoed my strong belief that manufacturing is\ncritical to our national security:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They wrote, \u201cIf we lose our preeminence in\nmanufacturing technology, then we lose our national security. This is because:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>As\nthe U.S. industrial base moves offshore, so does the defense industrial base. <\/li><li>Reliance\non foreign manufacturers increases vulnerability to counterfeit goods.\u201d<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The report revealed that the \u201cUnited States has\ndiminishing or no capability in lithium-ion (Li-ion) battery production,\nyttrium barium copper oxide high-temperature superconductors, and photovoltaic\nsolar cell encapsulants, among others. \u2026 Additional examples of\ndefense-critical technologies where domestic sourcing are endangered include\npropellant chemicals, space-qualified electronics, power sources for space and\nmilitary applications (especially batteries and photovoltaics), specialty\nmetals, hard disk drives, and flat panel displays (LCDs).\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On July 21, 2017, President Trump issued Exec. Order <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/presidential-executive-order-assessing-strengthening-manufacturing-defense-industrial-base-supply-chain-resiliency-united-states\/\">13806<\/a>, &#8220;Assessing\nand Strengthening the Manufacturing and Defense Industrial Base and Supply\nChain Resiliency of the United States,&#8221; whose \u201cprimary goal was to conduct\na comprehensive assessment of the industrial base and develop a set of\nspecific, actionable recommendations to mitigate or eliminate the identified\nimpacts.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In December 2017, President Trump set forth \u201cThe National\nSecurity Strategy of the United States of America,\u201d to put American First in\nwhich he stated, \u201cA healthy defense industrial base is a critical element of\nU.S. power and the National Security Innovation Base. The ability of the\nmilitary to surge in response to an emergency depends on our Nation\u2019s ability\nto produce needed parts and systems, healthy and secure supply chains, and a\nskilled U.S. workforce.\u201d&nbsp; Since then, President\nTrump\u2019s economic policies have focused on putting America First to protect our\nnational security through the following:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Renegotiating\nNAFTA and KORUS<\/li><li>Corporate\nand personal tax cuts<\/li><li>Regulatory\nreform<\/li><li>Tariffs\non steel, aluminum, and other Chinese goods tax cuts<\/li><li>Strengthening\nBuy America requirements for federal government procurement&nbsp; <\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">As required by E.O. 13806, on Oct. 5, 2018, Deputy\nSecretary of Defense Pat Shanahan, on behalf of Secretary of Defense Jim\nMattis, presented the report, \u201cAssessing and Strengthening the Manufacturing\nand Defense Industrial Base and Supply Chain Resiliency of the United States,\u201d\nto President Trump. Note:&nbsp; The&nbsp; unclassified version is available <a href=\"https:\/\/media.defense.gov\/2018\/Oct\/05\/2002048904\/-1\/-1\/1\/ASSESSING-AND-STRENGTHENING-THE-MANUFACTURING-AND-DEFENSE-INDUSTRIAL-BASE-AND-SUPPLY-CHAIN-RESILIENCY.PDF\">here<\/a>.&nbsp; This 146-page report comprehensively assesses\nevery aspect of the defense industrial base.&nbsp;\n<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One important factor noted was \u201cThe decline in the U.S.\nmanufacturing industry, relative to prior periods of great power, creates a\nvariety of risks for America\u2019s manufacturing and defense industrial base and,\nby extension, for DoD\u2019s ability to support national defense. Risks range from\ngreater reliance on single sources, sole sources, and foreign providers to\nworkforce gaps, product insecurity, and loss of innovation.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u00a0The U.S. cannot rely on other countries to supply its military because their interests may run counter to its own. \u00a0If we faced a real military threat to our homeland, how would we assure access to the industrial and military goods needed to defend our country when most of these items are being manufactured in China? We cannot risk being held hostage to foreign manufacturers when it comes to products that are essential for our national security\u00a0and the U.S. military. The COVID-19 pandemic has taught us that we must source critical pharmaceuticals, PPE, and medical devices in the U.S. to protect the health and safety of American citizens.\u00a0 In turn, it is crucial that key components and technologies that are critical to the production of U.S. weapons and other products needed by our military and Department of Defense be produced within the United States.\u00a0 This is the only way that we will be able to protect our national security and keep America a free country.<\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<p class=\"wp-block-paragraph\">\u00a0<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The final reason that manufacturing is important is that manufacturing ensures that the U.S. has a strong industrial base to support its national security&nbsp;objectives.
